Editorial: Plenty of blame to share for state budget mess

The state Legislature has passed another bill to address Wisconsin’s chronic budget deficit, so expect an avalanche of criticism from pundits and editorial writers about irresponsible politicians who once again solved today’s fiscal problems by creating bigger ones in the future. Yes, the budget repair bill passed last week by both houses of the state Legislature represents nothing more than lawmakers trying to survive the next election cycle, and provisions like delaying $125 million in school aid payments to the next fiscal year do absolutely nothing to address the long-term structural deficit.

But maybe the problem goes beyond the governor and 132 members of the state Legislature. Perhaps some of the problem can be traced to the voters.

The budget repair bill is the legislature’s best attempt to thread the needle of public opinion -- opinion that despises tax increases but also recoils at meaningful spending cuts. Even the most liberal lawmakers shy away from general tax increases, and even the most conservative lawmakers balk at substantial budget cutting. If tax increases are out, then what gets cut? Spend less on education? Close some University of Wisconsin campuses? Build fewer roads? Abolish the state’s prescription drug program for the elderly poor? Dump indigent nursing home residents from their beds? Close some state parks? Sell large tracts of state forests or public hunting grounds? Make public employees pay 30 percent of their health insurance premiums? Put public employees on 401(k) plans? Abolish state ethanol subsidies? Make the tourism industry pay its own promotion costs? End subsidies for Wisconsin businesses that threaten to leave?

All of these budget items are either very popular or have very powerful constituencies, and it’s impossible for politicians to completely reconcile the public’s desire for government services against their willingness to pay for them. And when it comes to budgetary misbehavior, Wisconsin looks downright responsible compared to the politicians who launched a $3 trillion pre-emptive war and continue to classify its expenses as “off-budget,” as if operations in Iraq are funded by Monopoly money.

The budget repair bill is not an edifying piece of legislation, and it’s unlikely to improve much after a massage from Gov. Jim Doyle’s veto pen. It’s a mess, but it’s one that can’t be completely blamed on politicians.

Wisconsin is wasting to much money on garbage programs.

Why does Wisconsin have a prescription drug plan when there is a Federal one?

I know a single mother that lives down the street and every time her one child stubs his toe they go into the EMERGENCY ROOM, WHICH IS %100 covered under the Badger plan. In the last year he has been in the emergency room 6 times according to her and not once has she had to pay a penny. She has several kids and doesn't work just collects child support and has Badgercare for the kids and She makes more than good use out of it. How about she get a REAL JOB AND WORK FOR A LIVING LIKE THE REST OF US

Also us people that have children and we pay our own health insurance we do not take our kids in for bumps or bruises especially when we know the child doesn't need anything more then just home care. But she says "IT'S FREE".

Another thing is SUBSIDIZING ETHANOL, This is a DISASTER and none of DOYLES friends should be receive any of this money nor should anyone else. ETHANOL and BIO-FUELS are needed for FOOD, DUH

year after year of MORE SPENDING FOR SCHOOLS and MORE FOR UNIVERSITIES it's time to CUT the cost of CLOSE THEM ALL make them accountable for there spending

If the public schools can't control there spending any better than they do now then maybe it's time to do away with the sport's, and other programs, or have them during school hours instead of at night to run all the lights for electricity and maybe we can ask the parents to pay for the fuel to travel to and from other towns for the kids playing sports. Why does anyone not having kids have to pay for School sports? this is really unbelievable that only the few can profit from the many.

Why not close the UW campus's they obviously can't control there spending. CLOSE THEM ALL until they can finance themselves. Funny thing is Doyle gave then MILLIONS a couple of years ago and they still raise tuition

Close the Parks I don't visit them anyway, does absolutely nothing for me.

you see when I put my needs ahead of all else I can justify Closing all this to save money. Just as all them agencies justify the need to keep running as usual and wasteful spending keeps going on

Until we set strict parameters on how to pay for any of these programs we should close down everything and make the Governments RESPONSIBLE for there wasteful spending. Also those in the State legislature should start paying for there own travel and so should Doyle and meals and other bills then maybe they will realize how out of touch they all truly are

Wisconsin has the way of deflecting the true TAXES with "FEES" this way it distorts the record and makes Wisconsin look like a Businesses friendlier state which is not the truth.

Indiana is growing at a much faster rate then Wisconsin is

To even think for a second that it's cheaper in Wisconsin to have a business is really a far fetched line of thought and the fact that you don't know what the heck your talking about

First off Doyle raised all the fees of just about everything and HE STATED IT WAS TO ELIMINATE THE DEFICIT, this we now know turned out to be a bare faced lie.

Why are we not re-calling Doyle, to raise all these "FEES" which are taxes and not to pay off the debt was totally WRONG, but look at where alll them funds went, they went to payoff the ones that got him re-elected. The UW system and the Teachers Union....DISGUSTING

It is time for Doyle to go, When people run for any public office they should be held accountable for there promisess and should be thrown out of office when they get caught lying like DOYLE has continually.

As far as this paper trying to blame the FEDs for the STATES lack of responsibility, all I can say is this is typical from such a Socialist. Quit blaming others for your leaders mistakes and outright lies.

DOYLE is without question the worst Governor we have ever had, he's like a local
JIMMY CARTER, and has no idea how to run a
STATE or anything for that matter....But knows how to maneuver money back to those that got him elected


The thought that we are supposed to be taxed higher just because the whacko liberals want to spend money is WHACKO.

Time to make every agency prove it's worthiness.Public Schools systems are nothing more then huge MONEY PITS and Democrat voters via the corrupt teachers union, WHY do we have all this money going to the
UW system and yet The cost to the students go up big time all the time? Some accountability and open books to the public laws are needed. Every penny that DOYLE has misdirected to his pals at the UW system should be made public, along with who is connected to whom.

" I was once a resident of Wisconsin, but have since moved to Indiana. Our budget here was out of whack until Mitch Daniels became our governor. We now have a billion dollar surplus and are the #2 state in the country where companies are setting up shop. Perhaps it is the liberal officials that keep getting elected that want to start so many government programs that WI's kids will be paying for through the teeth for the rest of their lives. The answer is the private sector. Stop raising the taxes on industry and more jobs will come. With more jobs comes more revenue; for both the individual and the state. "
