Editorial: Corporate welfare didn't save GM plant

Wisconsin Gov. Jim Doyle wants to recover $10 million that taxpayers donated to General Motors.

The $10 million welfare check was designed to keep GM from closing its automotive plant in Janesville, a strategy that fell apart when GM announced last week it was closing the Janesville facility and three others. Which raises the question: Why should businesses receive taxpayer handouts?

For all the dominant political discourse about the infallibility of an unfettered free market and sheer evil of government intervention in the economy, business still get its hands on lots of taxpayer money. If the unregulated free market does indeed produce optimum results, then why are state and local governments compelled to write checks to private enterprises, pay their infrastructure costs or award them tax credits that aren’t available to the public at large?

These subsidies don’t determine whether economic activity will take place; they just determine where economic activity will take place. Rather than expand the economy or make economic activity more efficient, taxpayer handouts simply enrich the recipients of the subsidy.

There is a way out of this mess: economic non-aggression pacts. Businesses ruthlessly play states off other states and localities off other localities. Too often, businesses will threaten to relocate, grab the subsidy, and then relocate anyway. It could stop if states and localities were to simply agree not to offer subsidies or tax incentives that aren’t available to the public generally. If nations can agree to eliminate unfair subsidies through international trade agreements, then units of government within the United States can make those agreements too.

It’s one thing to distort the market in a way that benefits the poor, disabled and vulnerable. It’s quite another to distort the market in a way that exacerbates an already growing income disparity between the richest Americans and everyone else. GM took $10 million of Wisconsin tax dollars, and now Wisconsin taxpayers have nothing to show for it. That’s not the free market. That’s corporate welfare.

I must agree with the point that if the Democrats would have allowed drilling we would not have the problems we have today. The plant would still be open for years to come

Just think if we had "invaded ANWR" and have 1-1.5 million more barrels a day of Oil, and another 2 million barrels(at least) a day from offshore.
Now throw in the oil shale that we have over 800 billion barrels of that we cannot use.

Now take away the Disaster Ethanol program and all that tax money could have been returned to the people.

APPARENTLY We need gas to go to $6.00 or more a gallon then maybe more people would understand who is really at fault for the economy and the high cost of food and the high price of fuel, It's the clowns like Doyle and his buddies in congress.

We are complaining about 10 million dollars to GM when we have spent hundred of BILLIONS of DOLLARS on the DISASTER ETHANOL PROGRAM. IF 10 million is this important to the editorial then why not HUNDREDS OF BILLIONS

If we had reasonable Corp taxes and took the Subsidizing POWER of State and Federal government away we would be more competitive.

Wisconsin will continue to loose businesses as long as the Taxes and ANTI BUSINESS mentality in Madison exist

The Tomah Editorial page is nothing but a mouthpiece for the far left Democrats.

Maybe it's time for the STATE to quit spending our money.

When American motors bailed they got a handout but it came from public employees retirement trust fund and this time the state's high court up held the decision because it was labeled as an investment. Guess what it was an uninsured investment! Another court battle to get the monies back but without the earnings. "

" If the corps of this country had a reasonable tax rate then more businesses would stay in the USA. FACT IS CORP TAX IS THE SECOND HIGHEST IN THE WORLD only behind Japan, and Japans economy has been in the tank for decades.

The USA overtaxes, over-regulates, and makes an environment that is hostile to Corps. This is going to happen more and more and why not, with all the STUPID rules and regulation and high taxes.....

We need to be getting back to a fair tax for all not overtaxing everyone.

And who the hell is the government to decide who gets these handouts. This is EXACTLY why we have a LOBBYIST PROBLEM.

Now if the damn DEMOCRATS didn't block OIL DRILLING in ANWR and the CONTINENTAL SHELF the plant would still be working.

You cannot just blame GM for closing the doors, this is going to be a PANDEMIC with businesses closing as a direct result from Democrats BLOCKING OIL DRILLING.

IF the DEMS would have let the Oil Companies Drill in the 90's and today GAS would not be above $2.00 a gallon more likely around $1.50

Skilled labor in a GM factory give me a break, Don't take a lot of skill to put the same part on everyday for 40 years. "

" In a perfect world this editorial would be great but the economics of this country is far from perfect. With the constant loss of good paying blue collar jobs states are even more willing to give away the farm to get them. Businesses know this and exploit them to the hilt. If a company came to Janesville and Rockford and stated the best package would get our 2500 good paying jobs you would see city and state govt. tossing in their first born in the Rock river if it helped get the jobs. If we force companies to pay their fare share on taxes and other things all companies would be based in China or Mexico. Or Columbia if the pres. gets his way. Any limits you put on business will give someone else the advantage. Its sickening to here companies in wisconsin state that there is not enouph trained workers in the state but then pay little or no state taxes to help develope schools and a learning environment to give them just what they need. Skilled labor. In the last 20 years business have went from paying 40% of taxes in Wisc. to 17% now. Who foots the other 23% increase. We do the home owner. There is no winning against business in this country. "
