Jail report: Inmate committed suicide

SPARTA — A Monroe County Jail inmate found hanging in his cell in January earlier had told another inmate he intended to commit suicide, according to an internal investigation into the death.

Jail staff found Jason Eckdahl, 26, of Tomah, unconscious and hanging by a bed sheet tied to an upper bed railing Jan. 31. He was pronounced dead at Franciscan Skemp Hospital in Sparta.

A preliminary autopsy attributed Eckdahl’s death to ligature strangulation, said Monroe County Sheriff Dennis Pedersen. A complete autopsy report with toxicology results is pending.

Eckdahl and another man locked inside a cell were the only inmates in the block. Eckdahl was not locked in a cell, Pedersen said, and the investigation concluded there is “physically no way for a second person to be involved.”

“There’s really no other explanation other than suicide,” he said.

Eckdahl was serving a six-month sentence for theft. He was charged Jan. 25 with escape when he failed to return to the jail Jan. 19 after he was allowed to travel to his mother’s house in Tomah to pick up medications with someone he claimed was his brother-in-law, according to the criminal complaint filed in Monroe County Circuit Court.

He was arrested Jan. 28 after driving past a Wisconsin State Patrol trooper on Interstate 90 at 72 mph, according to the complaint. While the trooper waited to confirm the arrest warrant, Eckdahl fled in his vehicle but was caught when it spun into the median and got stuck in the snow, the complaint stated.

He was charged Jan. 29 with attempting to flee or elude a traffic officer and jailed on a $2,500 cash bond.

Another inmate told investigators Eckdahl said he did not plan to return to the jail after he was granted temporary release. Eckdahl said he would commit suicide, possibly by hanging, if caught, the inmate said.

The inmate stepped forward the day after the death because he “felt bad,” Pedersen said.

“It’s unfortunate we didn’t have that information before it (the death),” he said. “Had we known what the inmate knew, he (Eckdahl) would have been put on suicide watch.”

Eckdahl is seen on camera walking into his cell about 4 p.m. and was found hanging at 4:58 p.m., Pedersen said. Camera views do not extend inside the cell.

Jail staff is instructed to check on inmates every 45 minutes, Pedersen said.

“There does appear to be a question as to the time between cell checks,” he said.

The sheriff’s department and state jail inspector continue to investigate the case. When the investigations conclude, officials will discuss findings and determine whether an outside agency should conduct its own investigation.

" Sounds like someone is a little disgruntled about a ticket or arrest they just got. Don't break the law and you won't get stuff "pulled" on you. What does that mean anyway???? "

RE Way to go wrote on Jun 20, 2008 12:09 PM:

" Exactly what things are being "pulled"? "

Way to Go Justice System wrote on Jun 20, 2008 10:59 AM:

" I think not only Monroe County should be investigated, but also the Tomah PD. Some of the things that are being pulled not only by Monroe Cty deputies is also being pulled by officers on the Tomah PD. Overall, unless you have pull with an officer or your family friends - be careful. The officers can run off at the mouth about on-going cases and use their influence to issue tickets, and even issue tickets that are false. Until an actual "house cleaning" takes place - the tax payers will be forking over a lot of money for unnecessary lawsuits!!!! "

RE How do you know he didnt change his mind wrote on Jun 19, 2008 4:22 PM:

" I was a friend of his when he started breaking the law i kinda keep my dist. from him i think it was an easy way out for him he may have thought they would find him before he died who knows i fell very bad for his family. But if he was gonna do it he was gonna do it inside or out of jail he only had 6 months and he was out on huber from what i have read and with good days that would be hardley no time. If he would have kept his nose clean he wouldnt even have been in there "

How do you know he didnt change his mind wrote on Jun 18, 2008 8:57 PM:

" Like I said. They ask when you come into the jail. He apparently convinced them that he changed his mind. After they asked him, and put him in a cell, he apparently changed his mind again. It's unfortunate, and a cowardly way out, but I do feel bad for his family. That said, it was his choice, no one made it for him.

And no, I'm not a sheriff's department employee. I also think that many of the guys who work for the county are goofs, so please don't suggest that I'm a police apologist. "

" My My, so many EX-employees of the sheriff's office posting comments on here. You should try and hide your identity better. Besides there was many reasons you were let go. "

management and staffing wrote on Jun 17, 2008 9:45 PM:

" Well, King Dennis. You ducked another bullet. Poor management and understaffing lead to this tragedy. Eckdahl was a suicide risk prior to his huber, escape and subsequent death. Shame on management, they should have known better. But the lies and deciet run deeply in THAT department. Embarrassment after embarrassment for Monroe County Sheriffs Department. Many good, dedicate employees with the worst kind of leadership "

I dont know if any of you have been to jail wrote on Jun 16, 2008 7:27 PM:

" But...one of the first questions they ask you when you get processed into the jail is "Do you want to kill yourself?"

He made that comment to the troopers, and I suspect that was passed on to the jail staff. Then they talked to him themselves, and apparently he was able to convince them that he didn't want to anymore.

They have to look at the circumstances and find out if the person "really" wants to kill themself. You don't see a person being taken to a psych ward every time someone says "I wish I was dead." If they did, the hospitals would be packed. "

" i agree 100 % it was a suicide the only thing i am saying it by this comment (Eckdahl then told troopers that he did not want to live anymore and advised troopers to shoot him, according to the complaint.) That was more than enough reason to have him on suicide watch "

cover up my my my wrote on Jun 15, 2008 9:22 PM:

" No one is saying it is mc faught he did what he did but they said that if the other inmate would have told them what he said he would have been on suicide watch if you will stop trying to live in your on world and read the past articals you will see were he told the trooper he didnt want to live that is enough to have him on suicide watch. Better yet you are prob. not smart enough to do that or you work wih tpd or mcso and wanna help with the cover up so here it is

Eckdahl then told troopers that he did not want to live anymore and advised troopers to shoot him, according to the complaint. "

Suicide wrote on Jun 15, 2008 10:47 AM:

" He chose to end his life yes, but the fact remains he was in a supervised area, supposedly. How many suicides have happened lately in Monroe County jail??? What about sexual abuse of female inmates, right, it was THEIR fault too. So why was the jail sued again?? If they chose to take their life I guess just put them in Monroe County jail and that will happen. Let's not point finger's at anyone as I am sure the fact that he had stated that before is old news. Seems they need training in mental health too. "

My my my wrote on Jun 14, 2008 11:11 PM:

" I am guessing you didn't pass the third grade, huh?

Let's blame Eckdahl's decision to end his own life on everyone but the person truly responsible for his death.

Conspiracy theories are about as smart as the person that posted the first comment here. Get a life. "

More Taxes wrote on Jun 14, 2008 3:03 PM:

" Yeap, I'm sure the Tribune got the story wrong as usual. Good point to look that info up. But then it's been ruled a suicide, end of story. Actually, they should all be fired for not doing their job....obviously the kid was a danger to himself and they knew it. They have a jail full so they sent 13 to Vernon County and a fight broke out, response time, 15 sec as they have "pods" and watch their inmates. Instead of a new building for a police station they need a new jail that they can monitor their inmates. A thorough investigation by an outside agency needs to be done on the Monroe County Justice system. Suicides like this are just not acceptable and they should be held accountable. More money to be paid out I'm sure. "

Ok do a search on the home page in one of them it say that he told the trooper that arrested him that he didnt want to live if this is not enough to put him on suicide watch then what is this sounds like cover up to me and it really erks me to read this crap that monroe county says. Now all you people that are the one that said it wanna try and say something about this post do right ahead all you people that are tired of tomah and monroe countys lies and know that this should have never have happened post a comment and let them know that you to know whats going on "
