Letter: Minimum usage fee punishes conservation

Tomah Co-op has been filling my propane tank for seven years now. Last week I received a bill for $52.75, for a “minimum usage fee”. Apparently this fee is due if I don't use at least 400 gallons of propane per year. I used 350 gallons. The clerk at Tomah Co-op told me that other gas companies are charging up to $200 for this same reason.

I think that this is not only taking advantage of folks that are already feeling the effects of the recession and high gas prices, but it also goes against all that we have learned about “thinking green,” using less, and helping our environment.

" I have a similar issue where I live. Last year we had a watering ban that lasted nearly the entire summer. Then we had very heavy rain in the Fall and Spring which filled the lakes (water supply). Our town was assessed a fee by the water authority for not using enough water this spring. Of course that was passed on to us customers. I can understand the conservation effort, but charging us for not watering our yards when it is raining every day is just plain stupid. "
